Well I have never had this before from paypal, and I am totally miffed, understatement, would swear but would get told off.
Has anyone experienced this one yet, here is what I got from blimmin paypal:-

Dear Susan Brooke,

Thank you for contacting PayPal. My name is Eloisa and I appreciate the opportunity to assist you with your questions.
From your email Mrs. Brooke, I understand that your buyer left you positive feedback on your eBay account yet the payment that you received is still on hold. Firstly I apologise for the inconvenience this has caused you, please let me look into this matter for you.
Upon reviewing your account Mrs. Brooke, I can see that indeed your buyer left you positive feedback on your eBay account as private. I would suggest to ask your buyer to leave again positive feedback on your eBay that is not private in order to release the funds on your PayPal account amounting of £66.00GBP. If your buyer will not leave another feedback the payment will be released after 21 days when you received the payment.
Furthermore, please allow me to provide you the reason why this payment was placed on hold in the first place. Please be informed that for security reasons, PayPal may delay the release of a payment to the seller. eBay and PayPal are working together to make the marketplace safer for buyers and sellers by helping to ensure successful transactions which, in turn, can mean more sales for you.
It was clearly stated in step number 6 when the item was posted on eBay that some payments may be held in your account to ensure smooth transactions. PayPal will release the hold after 21 days without a buyer dispute, claim, chargeback or other action. The hold may be released earlier if buyer leaves positive feedback.
To determine if a transaction may have a higher risk of dissatisfied buyers, we may hold payments that seem risky. Common reasons for holding payments include but are not limited to:
• An eBay member for less than 6 months, and selling an item for more
than $100, or
• Have an eBay feedback score of less than 100, and sell an item for
more than $100, or
• Have a Buyer dissatisfaction percentage** 5% or greater than 5%, or
• Have an average Detailed Seller Rating (DSR) of less than 4.5, or
• Have received fewer than 20 Detailed Seller Ratings in the last 12
months, or
• The item is listed in a high-risk category such as gift
certificates, video games, cell phones, computers or consumer electronics.
I must advise you that once the buyer has paid for the item, you should ship it as quickly as possible in order to increase the likelihood that the payment is released sooner. PayPal may release the payment to the seller as soon as the buyer receives the item and leaves positive feedback or after
21 days.
I realise that this is not the outcome you would have wished for and I know it may not meet with your approval but I do hope you will understand that this decision was made in accordance with our company policy. While I cannot change this I will make sure you objection is duly recorded.

I have had feedback left before under private selling and never had all this nonsense before, and how the hell would my buyer leave public feedback, grrrrrrrrrrrrrrrr. Sorry for moaning but so so fed up with this.

Aww Sue, paypal sucks eh? All this protection for the buyer and the seller gets shafted!! Maybe someone will be able to enlighten you as to the public feedback doohicky as you know that I am little help lol.
Dont get too stressed though hun, all will be ok ^_^

This is really stupid, Sue. dollchitchat/stick.gif I HATE Paypal and am using it less and less these days.

This would be my reply:

Dear Ms. Paypal Representative:

Thank you for your response, however, I am not satisfied with this response and would like to "speak" with someone who is more familiar with Ebay. A private sale cannot be publicly listed. I would look very foolish if I were to ask a buyer to leave feedback a SECOND time, because it is not possible. I would lose credibility as a seller and it may impact the willingness of the buyer to purchase from me again. Please educate yourself with regards to how feedback is left on Ebay and forward this email to someone who actually knows what they are talking about. Unfortunately, it seems you are unfamiliar with how feedback is left on Ebay.

For the record, I am not opposed to the changes. I am well aware that fraud occurs and your measures are to prevent it. I am, however, opposed to measures that are contradictory. I have received positive feedback. Now, where is my money? Holding funds to protect people is one thing. Holding onto them because your system is flawed, however, is an entirely different thing. If Ebay and Paypal are indeed linked then there should be no issue with releasing the funds.

So, I do request that you not note my complaint. I request you forward it to your supervisor or manager since you seem to lack the knowledge to fully assess the situation.

Thanks girls for you support. Wow, Shawnah, you may be cranky today but fantastic response. How would you feel if I copied and pasted that into an email to them, thats exactly how I feel about it all.
I agree too that they MUST be making on the interest. GRRRRRRRRRRRRRRRR makes my ***** boil

Stupid paypal.. if ebay and paypal are linked, then surely this person should know that you cant leave a public feedback, if the listing is private.. DUH! She does need some lessons.. dollchitchat/2.gif

Thank you Shawnah, yes I will tone it a bit, but they need to know how I feel. I've sent endless emails and tried ringing but its going to cost me yet again with the phone calls, they make enough money out of us as it is. Think this Eloisa is on cloud cookoo land, most prob one of the interactive help people they have on paypal now, and she is as useless as a wet fart in a wet blanket, lol, ooops, sorry girls, just trying so hard to be polite about them, least you all know what they are like.

and are 'training' members of the police force to recognise ebay crime

I am still waiting for a paypal code number to come through on our bank statement to verify that the account we have used since joining ebay/paypal in January is ours....I've read on the help boards that people have waited ages for this number...meanwhile they are 'holding £70 of our money dollchitchat/smiley_tantrum.gif AND we verified everything back in January

This is a sometimes required fraud control measure to reduce losses from scamming sellers, especially on hot items that invite fraud.

It can be annoying but normally will stop when the seller's feedback numbers rise because of doing more transactions.

Accounts were also being hijacked by phishing and used to defraud members with auctions they never intended to deliver.

It's terrible how scammers mess it up for all of us.
